Tulip's construction, maintenance expenses are huge, so even the entire Earth system will not have and do not need too many radar, the final built radar haven't up to ten, but fully sufficient
A portion of the Tulips are placed in GEO, because of her large size, they do not have the ability to move, so she is always back to the Earth
Huge radar arrays provide an early warning system for the Earth, and a sudden orbital invasion/strike to the Earth is impossible
